Sixth solo album of Tolman who co-invented the today-called "No Depression" sound with guitar rockers True West in the mid-80s. "City Lights" contains 12 new songs, a great mixture of uptempo rockers and melodic ballads. He was supported by good friends like Chuck Prophet, Robert Lloyd, John Wesley Harding and Steve Wynn who produced six songs.
